LEVENS PARISH COUNCIL – SUMMER NEWSLETTER 2010
Message from the Chairman
Welcome to the first Levens Parish Council Newsletter!
We are planning to distribute three throughout the year which will hopefully keep you a little more informed on matters concerning our Parish. We as a body endeavour to make decisions in the interest of the village and surrounding area and therefore your opinion is always appreciated. One of which is the possibility of a new village hall which has been on and off the agenda for many years now. To enable this to happen we are looking for people to form a fund raising committee to source funding opportunities and assist with completing grant application forms. Please contact me for further details.
Roger Mason
Levens Parish Council
The Parish Council meet each month (except December and August) in the Methodist Meeting Room, everyone is welcome to attend, each meeting is open to the public and press.
Minutes of the meeting are displayed on the Parish noticeboard located outside the Methodist Church or on the village website at www.levens.org.uk
Please contact the clerk or any councillor if you want a particular matter raised at a meeting. Dates of meetings and councillor/clerk contact details are printed on the back sheet of this newsletter.
Registering Parish Land
The Parish Council is in the process of registering parcels of land around the parish with Land Registry that were awarded to the parish in the Enclosure Award.
Highways
In 2008 Cumbria County County set up the Highway Steward scheme as part of countywide scheme to improve small maintenance work such as:-
Cleaning and repairing signs
Cutting back vegetation to ensure sign visibility
Cleaning blocked gully gratings
Emergency pothole repairs
The Highway Steward attends the Levens area approximately 6 times per year, before his visit he liaises with a member of the Parish Council who provide him with a list of jobs.
To report any of the above please see the list provided in Central Stores or contact Councillor Roger Attwood.
Any urgent potholes and problems on the roads please contact the Highways Hotline on 0845 609 6609
Dog Fouling
There have been several complaints made about dog fouling around the village, most dog owners are very vigilant the problem seems to be caused by one or two. If you see any irresponsible dog owners report them to SLDC 0n 0845 05044434 – there is a £50 fine.
An outcome of the village plan has been the introduction of a website for Levens. This is now up and running and lots of information on local groups and social events can be found here. Parish Council minutes and information can also be found there.
South Lakeland District Council, Local Area Development Framework -Allocations of Land
This important document sits alongside the main LDF document, the Core Strategy and deals with the specific sites that the LDF will allocate for residential, employment and other developments as well as setting out which important open spaces and green gaps will be protected.
The District Council sought comments on the Allocations of Land Discussion Paper, accompanying maps of sites under consideration, between December 2008 and March 2009.
During consultation on a discussion paper and maps setting out sites under consideration back in February 2009 over 1300 responses were received and many new sites suggested. Information from the Community, The Village Plan and the Rural Housing Needs Survey enabled Levens Parish Council to formulate a response. Work to process all the comments and assess all the (several hundred) sites suggested against sustainability criteria and the evidence base information is ongoing. This work will feed into the production of a document setting out the preferred sites which should be published in September 2010. Once this document has been produced a period of public consultation will begin, Levens Parish Council will arrange a public meeting to discuss the document.
Lyth and Winster Drainage Group
The Environment Agency are currently reviewing their long term plans for managing fluvial flood risk in the Lyth Valley and the rural areas of the Wampool and Waver catchments. The Lyth Valley contains a complex network of channels, ditches and pumping stations which improve drainage conditions for agricultural land. The environment agency are planning to switch off the pumps in 2 years time. The Lyth and Winster Land Drainage group was formed to advise and inform the public of the plans to switch off the drainage pumps. Tim Farron MP has now asked the new Defra Secretary to fund Lyth valley drainage.
