Minutes of the Parish Council Meeting held in the Methodist Meeting Room
on Tuesday 10 January 2012 at 7:30pm

01/12 To receive apologies for absence

Resolved that the apologies be noted.
02/12 To authorise minutes of meeting held on 8 November 2011
Resolved that the Chairman sign the Minutes of the meeting held on 8 November 2011 as a true record.
03/12 To receive any declarations of interest in items on the Agenda

06/12 Local Area Partnerships
Short presentation by Levens broadband champion Adrian Attwood on the “Connecting Cumbria” project that is aimed at rolling out fibre to exchanges in South Lakeland. Mr Attwood will attend the next meeting of the broadband team and provide feedback to the Parish Council.
07/12 To consider correspondence received
The following items were discussed:
- Rotary Club of Lancaster – Cycle event 29/4/12
- SLDC – Land allocations – invitation to the unveiling event for Parish Councils, councillors Burrow and Watson will attend.
- Citizens Advice Bureau – Letter asking for donations, it was resolved to grant £100
- Natural England – results of the consultation on the Lakes to Dales Landscape Designation Project – included in the circulation folder
- Boundary Commission – Proposals for new Parliamentary constituencies in England, change to plans and revised consultation dates
Update on correspondence items from the last meeting:
- Andrew Taylor – Sizergh Quarry, a further meeting will be held with other tenants
- Highways – Route management on the A590 meeting 16/11/11, this was attend by cllr Watson who has written a report on the meeting. Since then Crosthwaite Parish Council are arranging a meeting with Johnation Reade from the Highways Agency to look at the A590 in this area. Levens and Witherslack Parish Councils have been asked to attend this meeting. The clerk will advise when a date is known.
All other correspondence will be circulated.

a)To consider the following planning applications:
SL/2011/1039 Lythwood, Lowgate, Levens: Extension and alterations – no comments
SL/2011/ Whinfeild – no comments
b) To be informed of the following granted planning application:
SL/2011/0825: Highcroft, Levens: extension and alterations
SL/2011/0771: 23 Greengate, Levens: single storey front and side extensions
SL/2011/0781: 16 Beathwaite Close, Levens: alterations and extension
10/12 Registering Parish Land
Cllr Mason and S Read attended a meeting with Ms Fell at Hayton and Winkley where she advised that 4 more hours may be required to complete the work after the current invoice has been paid.
11/12 Local Development Framework
The site allocations will be available to view online this week on the SLDC website, proposed sites will be discussed at the SLDC Cabinet meeting on 18th January 2012.
12/12 Bus Services in Levens
Cllr Watson reported on the meeting that had taken place with Caroline Watson from Cuimbria County Council about the current Rural Wheels service and the proposed addition of a scheduled service to run from Levens to Milnthorpe on a Friday morning. Details of these services will be put in the forthcoming edition of the newsletter.
13/12 Diamond Jubilee
Cllr Bagot will purchase commemorative mugs for the school children. The Playing Fields committee are looking into the Queen Elizabeth 11 Field challenge. An article will go into the newsletter asking for ideas on how to commemorate the event.
14/12 Newsletter
Articles about the elections, update on the LDF, Rural Wheels and scheduled service to Milnthorpe, Diamond Jubilee celebrations.
15/12 Highway Matters
a) Better Highways – the clerk will contact Jo Parker at Highways to ask what work has been done and to express concern about he lack of feedback and communication from Better Highways team.
b) Dyke on Lords Plain - to discuss the meeting – the clerk will to write to the Environment Agency and Cumbria Highways asking them to investigate this matter.
c) Mud on underpass under A591 – the mud has been cleared but drainage is still an issue
d) Japanese Knotweed at Heaves – Heaves Hotel response, deferred to the next meeting
e) The clerk will write to illegal users of the recycling facilities – a van from O’Connell and Bean
e) To discuss any further problems that need reporting
16/12 Allotment Update
Allotment 1A is now tenanted by Mr Bill Ridings, the tenancy agreement has been completed.
17/12 Finance
a) Resolved that the following accounts be approved:
Hayton Winkley – solicitor costs for registering Parish Land £642* to be discussed – no payment made at this meeting
b)To review bank balances.
