LEVENS PARISH COUNCIL
Minutes of the Parish Council Meeting held in the Methodist Meeting Room
on Tuesday 13 September 2011 at 7:30pm
Present: R Mason (Chairman), H Burrow, S Bagot, D Martin, C Hammond, R Atfield, District Cllr Orr, A Kerr (Clerk) and 1 member of the public
 
149/11 To receive apologies for absence
            Cllr Watson, County Cllr J Bland
Resolved that the apologies be noted.
 
150/11 To authorise minutes of meeting held on 12 September 2011
Resolved that the Chairman sign the Minutes of the meeting held on 12 September 2011 as a true record.
 
151/11 To receive any declarations of interest in items on the Agenda
            None
           
152/11            Adjournment of meeting to receive any matters from the public
            No comments were made at this time.
 
153/11 To receive any police matters
The clerk read out the latest crime report for the Parish, the Police have been advised of meeting dates and will attend when possible.        
 
154/11 To consider correspondence received
            The following items were discussed:
-          Cumbria County Council – Changes to bus services: an article on bus services will be included in the next agenda
-          CALC - Training courses
-          SLDC – Change in delivery to the bulky household waste collection service: put in the circulation folder
-          CALC – District Association Meeting – 15/9/11
Update on correspondence items from the last meeting:
-          Allotments – Vacant allotment plot: Mr Johnson has advised that he does not want to move to the vacant plot. The clerk will now offer the allotment to the next person on the waiting list.
-          Andrew Taylor – Sizergh Quarry: ongoing
Email correspondence
-          CALC – Queen’s Diamond Jubilee Celebrations: details passed to the Playing Fields Committee
-          Cumbria County Council – Adult services consultation
-          Neighbourhood planning: included in the circulation folder
-          Methodist Church – letter asking for financial support towards hosting the Post Office Service. A cheque for £520 will be authorised at this meeting.
All other correspondence will be circulated.
 
155/11 To receive County/District matters
District Cllr Orr reported that Age UK may be looking for an agent to cover Natland and Levens.
 
156/11 To consider planning applications
a)To consider the following planning applications:
None to date
a)      To be informed of the following granted planning application:
SL/2011/0532 Inglewood, Levens: side extension to form wet room
SL/2011/0518 Whinthwaite Cottage, Levens: Extensions over existing utility and garage undercroft etc
SL/2011/0463 1 Woodside Cottages, Heaves: replacement side conservatory
SL/2011/0430 Rose Croft, Levens: installation of solar photovoltaic panels on garage roof
To be informed that SLDC have advised that the development at Greengate House will be known at Greengate Gardens: the clerk will find out if the planning application has been passed with the comments made by the Parish Council.
 
157/11            Registering Parish Land
The clerk has written to Naomi Fell at Hayton Winkely to ask for clarification on what has been paid for so far as £500 + VAT and disbursements was the original quote given.  The clerk has also asked for an update on the outstanding parcels of land which are still to be registered. No reply has been received. 
 
158/11 Local Development Framework
Discussions on the latest proposals from SLDC took place, Cllr Burrows had prepared some comments (as agreed at the last meeting), Cllr Hammond had put these comments into a report stating what the Parish Council has done in the past and supporting the information from the Levens Residents Group. Cllr Bagot had prepared further information on the village which was also to be included. It was resolved that the clerk will put all extra comments and information together and send to SLDC. Discussions on whether to discuss individual sites then took place but no action was agreed.
 
159/11            Brownies
Cllr Mason will speak to the Brownie Leader.
 
160/11            Maintenance Plans
The clerk will email to all councillors (copy put in the circulation folder). Cllr Mason will ask that M Knipe cut the bushes around the substation and on Levens Lane.
 
161/11 New Bus Shelters
The clerk reported that on a meeting that was held with Enterprise Mouchel on site to discuss bus shelters. There can only be a bus shelter on the East bound carriageway and this has to be a certain depth. There cannot be one on the West bound carriageway due to the crash barrier. The clerk will find a suitable bus shelter and report on costs involved.
 
162/11 Local Area Partnerships
Cllr Bagot and Hammond reported from the last LAP meeting. They reported that a speed indicator sign will be moved around the area. A suitable post needs to be found.
           
163/11 Highway Matters
a)      Better Highways – This has now been officially launched and dates given, a list will be prepared at the next meeting.
b)      Levens Lane – slip road off A590, cars not stopping - ongoing
c)      Dyke on Lords Plain - Cllrs Martin and Mason to arrange a meeting with Natural England - ongoing
d)      White lines at the top of Hutton Lane, the clerk will now report
e)      To discuss any further problems that need reporting
 
164/11 Review of Standing Orders
The clerk will circulate revised copies of the Standing Orders which will be discussed at the next meeting.
 
165/11            Finance
      a)            Resolved that the following accounts be approved:
            Methodist Church – towards costs of running PO service                        £520.00
            Methodist Church – rent                                                                  £ 50.00
            BDO Stoy – Audit                                                                             £144.00
            A Kerr – Extra hours x 5                                                                   £ 46.15
Hayton Winkley – solicitor costs for registering Parish Land            £642* to be discussed – no payment made at this meeting
            b)To review bank balances.
c)Annual Accounts – The external auditors certificate and opinion were received – no actions are necessary)
