LEVENS PARISH COUNCIL
Minutes of the Parish Council Meeting held in the Methodist Meeting Room
on Tuesday 8 November 2011 at 7:30pm
Present: R Mason (Chairman), H Burrow, D Martin, S Bagot, C Hammond, R Atfield, District Cllr Orr, County Cllr Bland, A Kerr (Clerk) and 1 member of the public
 
188/11 To receive apologies for absence
            J Watson
Resolved that the apologies be noted.
 
189/11 To authorise minutes of meeting held on 11 October 2011
Resolved that the Chairman sign the Minutes of the meeting held on 11 October 2011 as a true record.
 
190/11 To receive any declarations of interest in items on the Agenda
            None
           
191/11            Adjournment of meeting to receive any matters from the public
            Not at this time
 
192/11 To receive any police matters
The Police attended meeting and advised of ongoing problems with the theft of scrap metal and fuel whilst there were no particular issues in Levens. The number to call for non-emergency problems is 101.
 
193/11 To consider correspondence received
            The following items were discussed:
-          Boundary Commission – Proposals for new Parliamentary constituencies in England, no revised plans have been made public yet..
-          Fire Service Union - circulated
Update on correspondence items from the last meeting:
-          Andrew Taylor – Sizergh Quarry, Cllr Mason has met with Mr Branchini and will now meet with other tenants.
Email correspondence
-          R Crossley – Parish council attendance, Cllr Martin will attend the remembrance service
-          Highways – Route management on the A590 – Cllr Watson will be asked if he can attend this event
-          CALC Housing items - circulated
All other correspondence will be circulated.
           
194/11 To receive County/District matters
District Cllr Orr spoke on difficulties with upgrading broadband. Cllr Orr will obtain a copy of a guide to creating an emergency plan for Levens.
 
195/11 To consider planning applications
a)To consider the following planning applications:
Whinfield, Force Lane, Levens: Mr & Mrs Parry consulting the Parish Council before submitting plans to SLDC. Mr Parry attended the meeting and spoke of his plans to build a pair of semi-detached properties in his current garden. The Parish Council decided that whilst they could see no issues with the proposed build they could not comment further until the plans have been submitted to SLDC in the normal way.
SL/2011/0825: Highcroft, Levens: extension and alterations – no objections
b)      To be informed of the following granted planning application:
SL/2010/1094 – Greengate House and Garden, Levens
 
196/11            Registering Parish Land
Cllr Mason and S Read will attend a meeting with Ms Fell at Hayton and Winkley next week.   
 
 
 
197/11 Local Development Framework
Cllr Burrow and Bagot will attended a meeting with Dan Hudson at SLDC, no further news to report at the moment. The sites and number of houses may not be known until January 2012.
 
198/11            Maintenance Plans
It was resolved to keep with current practice now that a review had taken place and more information was known.
 
199/11 Diamond Jubilee          
Ideas were discussed of how to commemorate the diamond jubilee, mugs for the school children and the possibility of building a beacon were discussed. This item will be kept on the agenda for future meetings.
 
200/11Local Area Partnerships
Cumbria Highways will be advised of where the SID is to be located. We now have 2 broadband champions interested. The clerk will speak to both to see if they would be willing to work with each other.
           
201/11 Highway Matters
a)      Better Highways – the clerk will find out what work was completed on their last visit
b)      Dyke on Lords Plain - Cllrs Martin and Mason have arranged a meeting with Natural England
c)      Mud on underpass, Cllr Bland advised this had been looked at but that the cause of the problems now needs to be looked into
d)      Japanese knotweed at Heaves – Cumbria Highways have advised that they will attend to this in the spring. Cllr Mason will speak to the owners of the Heaves Hotel
e)      Email from Area Engineer Keith Masser asking for all the highways lists to be updated. Councillors are to contact the clerk with any issues that need reported before the end of November.
f)        To discuss any further problems that need reporting
 
202/11 Review of Standing Orders
The clerk has given a copy of the revised standing order to each councilors.
 
202/11 Clerk’s Review and Review of Contractual hours
A satisfactory review was carried out and it was resolved to increase the clerk’s contractual hours to 26 per month from the beginning of November 2011.
 
203/11            Finance
      a)            Resolved that the following accounts be approved:
            A Kerr            - Extra hours x2, Mobile phone top up                          £28.11
            Savin Brow Quarry Xmas donations            - R Mason                         £100.00
            Hayton Winkley – solicitor costs for registering Parish Land                £642* to be discussed – no payment made at this meeting
            b)To review bank balances.

205/11 Date of next meeting 
The next meeting of the Parish Council will take place on Tuesday 10 January 2011at 7:30pm in the Methodist Meeting Room.
