Minutes of the Parish Council Meeting held in the Methodist Meeting Room
on Tuesday 15 March 2011 at 7:30pm

60/11 To receive apologies for absence
Cllr Hammond, County Cllr J Bland
Resolved that the apologies be noted.
61/11 To authorise minutes of meeting held on 28 February 2011
Resolved that the Chairman sign the Minutes of the Extraordinary meeting held on 28 February 2011 as a true record.
62/11 To receive any declarations of interest in items on the Agenda

63/11 Adjournment of meeting to receive any matters from the public
Cumbria County Council’s plan to stop the 552 service stopping in Levens was raised by a member of the public. This would mean that Levens would loose its only bus service to the village.
64/11 To receive any police matters
The Police had attended last weeks Annual Parish Meeting where they advised of the local crime statistics and spoke of the changes being made to the areas being covered by local Police officers due to budget cuts
65/11 To consider correspondence received
The following items were discussed:
- Letter from P Smith – Poultry Farm at High Sampool – Cllr Watson has replied advising of the correct procedures at a Parish Council meeting.
- CAB – Letter of thanks for donation
- Cumbria County Council – Review of CC supported bus services – the clerk will write to the County Council with councillors comments
Update on correspondence items from the last meeting:
- Mr Johnson – Cllr Mason has met with the Environment agency who have advised that if evidence of the banking can be provided they will look into it further. The clerk does not have any photos of the site

- South Westmorland LAP – Cllr Hammond and Bagot will attend the next meeting, funding for the bus shelters at Heaves will be put forward
- Levens Institute – Letter of thanks for donation
- CALC – Parish Council to register with HMRC as employers, clerks to be on PAYE system. The clerk has registered Levens Parish Council as employers with HMRC
- CALC – Cumbria in Bloom - application form available
- CALC – Cumbria Alert – new communication tool for Cumbria
66/11 Local Development Framework
i) To discuss the Allocation of Land proposals
Individual sites were not discussed.

All councillors are to consider a response from the Parish Council for the next meeting.
iii) Any further developments
Mr Steward (Chair of the residents group) advised that a questionnaire has been delivered to every household in Levens asking for their views on the proposed sites and two more that have been suggested. Mr Steward has written to the Parish Council explaining that the residents group will provide the Parish Council with copies of the completed questionnaires and any analysis gained from them
Cllr Mason thanked the residents group for organising the questionnaire and discussions took place as to what questions the Parish Council could ask so that they get the opinion of the whole village.
Other sites that have been suggested are RN127 and R680LV, Cllr Bagot advised that R680LV was unlikely to be built on.
67/11 To receive County/District matters
None.
68/11 To consider planning applications
a)To consider the following planning applications:
SL/2010/0122 – Quaggs House Farm – Erection of replacement garden building – no comments
b)To be informed of the following granted planning application:
SL/2011/0038 – 4 Church Close, Levens: change of double glazing
SL/2011/0016 - Sampool Park - alterations of layout to eastern section together with environmental improvements and additional landscaping
69/11 Registering Parish Land
a) Sizergh Quarry - ongoing
b) Other quarries within the parish - Stephen Read explained that Mr Parsons has applied to Land Registry to register ownership of the triangle of land and road around Nelson Square. Mr Read will continue to investigate this matter. Hayton and Winkley need to ask Land Registry to register the parcels of land separately so that the Nelson Square issue does not hold up further applications. The Parish Council is grateful to Mr Read for all the work he has put into the applications to register the land.
70/11 Parish Council Seats in the village
Cllr Mason advised that this work is going ahead.
71/11 Request for two new bus shelters at Heaves
Cllr Mason will meet with Enterprise Mouchel to agree about the size and site of any bus shelter. The date is to be arranged. – still ongoing
72/11 Charity Application
Application received from Levens Institute – it was resolved to award £500 to Levens Institute, it was also resolved to award the litter picking group £112 toward purchasing equipment for the forthcoming litter pick.
73/11 Parish Council Newsletter
The next newsletter will be printed for the end of April for delivery at the beginning of May. Items to be included would be: LAP information, Parish Council response to LDF land allocations, charity update and allotment information.
74/11 Highway Matters
a) Better Highways – It is thought that the team have visited recently
b) Levens Lane – slip road off the A590 – the clerk will contact Cumbria Highways.- awaiting a response
c) White lines on the junction outside the Levens Institute - the clerk will report to Highways
d) The clerk will write a letter of thanks for the resurfacing work that has taken place recently.
75/11 Clerks Phone
It was resolved to purchase a mobile phone for the clerk to use instead of her home phone.
76/11 Finance
a) Resolved that the following accounts be approved:
A Kerr – Charity Salary £ 125.00
A Kerr – 5 extra hours & Travel Expenses £ 122.31
Levens Methodist Church – rent £ 45.00
Levens Institute – rent £ 15.00
b)The council were informed of the current bank balances.
77/11 Matters of information and agenda items for the next meeting

78/11 Date of next meeting
The next meeting of the Parish Council will take place on Tuesday 12 April 2011 at 7:30pm in the Methodist Meeting Room.
The meeting closed at 9:20pm.
