LEVENS PARISH COUNCIL
Minutes of the Parish Council Meeting held in the Methodist Meeting Room
on Tuesday 12 April 2011 at 7:30pm
Present: R Mason (Chairman), J Watson (Vice Chairman), C Hammond, S Bagot, D Martin, H Burrow, R Atfield, J Watson, County Cllr J Bland and A Kerr (Clerk)   members of the public
 
79/11   To receive apologies for absence
            None
Resolved that the apologies be noted.
 
80/11   To authorise minutes of meeting held on 15 March 2011
Resolved that the Chairman sign the Minutes of the meeting held on 15 March 2011 as a true record.
 
81/11   To receive any declarations of interest in items on the Agenda

82/11            Adjournment of meeting to receive any matters from the public
None at this time
 
83/11   To receive any police matters
The meeting was attended by PC Jayne Park, who advised that Milnethorpe Police Station will close on 15/4/2011 with all staff relocating to Kendal. She also advised of crime within the parish and surrounding areas and gave details from the crime report published recently. This was included in the circulation folder.
 
84/11   To consider correspondence received
            The following items were discussed:
-          CALC - Annual Subscription – resolved to complete subscription
-          Levens Village Institute – Letter of thanks for charity grant
-          CALC – Town and Parish Council Survey – to be completed by 12/5/11 – will be circulated for comments
-          Kendal Amateur Athletic Club – information about the Levens 10k being held on 1 June 2011 – no action
-          CAB – Letter of thanks for donation
Update on correspondence items from the last meeting:
-          Cumbria County Council – Review of CC supported bus services, reply received
Cllr Burrow has spoken with Stagecoach to discuss the matter further. Cllr Burrow suggested ideas that they are going to look into. Cllr Hammond and Bagot who attended that last LAP meeting did ask that the 552 service was included on the list of services that the LAP were complaining about. The clerk will write to Cumbria CC again to ask that a service be provided to Milnthorpe and Kendal. Cllr Bland advised that the service is due to cease on 1 May 2011
Email correspondence
-          CALC – Our Green Space Heritage – circulated, given to the WI and Playing Fields
-          Jude Abernethy – Request for footpath on Levens Lane & repair of pathway through the woods to Levens Lane (request made to County Cllr Bland) A request has been made to Cumbria County Council by Tim Farron MP
-          Allan Steward – Copy of results of water supply survey, Mr Steward advised that these will now be sent to United Utilities
-          Peter Jackson – LDF comments
-          Philip Bright – Village developments
All other correspondence will be circulated.
 
 
 
 
85/11   Local Development Framework
a)       To discuss results of the survey from the Residents Group
The results of the survey were discussed and the Parish Council agreed to support the results of the survey in their comments to SLDC.
b)       The Allocation of Land proposals
Individual sites were not discussed.

The Parish council will make comments to SLDC on the following:
Supporting and acknowledging the results of the residents group survey
Ask that brownfield sites are looked into further
Comments on the carbon footprint of more houses
Advise to look at Parish Plan and question why Levens residents views not mentioned in Levens fact file.
Insist that a design statement is put in place for any developments

88/11   To consider planning applications
a)To consider the following planning applications:
Cllr Bagot left the room: SL/2011/0207 – Levens Hall: Installation of two biomass boilers etc – no objections
Cllr Hammond left the room: SL/2011/0263 – PV Dobson & Sons: Erection of free standing sign – no objections
b)To be informed of the following granted planning application:
None to date
 
89/11 Local Area Partnerships (LAP)
Cllrs Hammond and Bagot advise that £16k is being shared via the LAP between 19 parishes – bus shelters will be asked for at the next meeting
 
90/11            Levens Post Office
The Methodist Church have advised that they are in discussions with the Post Office about the prospect of Grange Post Office using the Methodist Church meeting room Monday, Wednesday and Fridays mornings. More work is needed to install equipment to enable this to happen.
 
91/11            Registering Parish Land
a)      Sizergh Quarry  - ongoing
 
b)      Other quarries within the parish - Cllr Mason advised that Mr Parsons has objected to the Parish Council registering the triangle of land at Nelson Square. Mr Read will continue to investigate this matter. Hayton and Winkley have queried the amount quoted for registering Parish Land, further information is required.
 
 
 
92/11   Parish Council Seats in the village

93/11   Request for two new bus shelters at Heaves
Cllr Mason will meet with Enterprise Mouchel to agree about the size and site of any bus shelter. The date is still to be arranged.
 
94/11   Parish Council Newsletter
The next newsletter will be printed for the end of April for delivery at the beginning of May. Items to be included would be: LAP information, Parish Council response to LDF land allocations, charity update and allotment information. Cllr Bagot will check dates will Margaret Barton to confirm a May newsletter
 
95/11            Highway Matters
a)      Better Highways – no update
b)      Levens Lane – slip road off the A590 – the clerk will contact Cumbria Highways.- awaiting a response
c)      Maintenance of bushes around Beathwaite Close substation – M Knipe will be asked to do
d)      Any further problems
 
96/11   Clerks Phone
The clerk has purchased a new mobile phone at a cost of£19.95 this will be shared with Witherslack, Meathop and Ulpha Parish Council. The number is 07587 096285
 
97/11            Finance
      a)            Resolved that the following accounts be approved:
                        A Kerr – Salary, Broadband, ½ share of toner cost     £ 492.05
                        CALC – Subs                                                             £ 192.00
      b)The council were informed of the current bank balances.
 
98/11            Matters of information and agenda items for the next meeting

99/11   Date of next meeting 
The next meeting of the Parish Council will take place on Tuesday 10 May 2011 at 7:30pm in the Methodist Meeting Room.
 
The meeting closed at 9:55pm.
