129/10 To receive apologies for absence

Resolved that the apologies be noted.
130/10 To authorise minutes of meeting held on 13 July 2010
Resolved that the Chairman sign the Minutes of the meeting held on 13 July 2010 as a true record.
131/10 To receive any declarations of interest in items on the Agenda
Cllr Martin declared a prejudicial interest in Planning application SL/2010/0707
132/10 Adjournment of meeting to receive any matters from the public

134/10 To consider correspondence received
The following items were discussed:
- SLDC – Letter from Mr & Mrs Ashcroft at Levens Post Office about the possible closure of the Post Office and information on other venues where a Post Office could be located within the village. The clerk will contact the Post Office to see what plans they have for a Post Office in Levens.
- Reply received from Andrew Taylor re Sizergh Quarry stating the plot he would like to rent and for which purpose. The clerk will write to Mr Taylor stating that the Parish Council may consider using Sizergh Quarry for some form of affordable housing and cannot offer any more rents on this plot of land. The Parish Council will put up a sign on the gate at Sizergh Quarry stating that it is Parish Council land and warning of falling rocks
- Response from Mrs Armstrong after a letter from the Parish Council which outlined the enquiry from her neighbour re the painting of her outhouse on parish land. The clerk will send a copy of Mrs Armstong’s letter to her neighbour.
- Letter from Mrs Jeanette Barnes about the Parish Council applying for a grant for a new bus shelter at the Heaves Hotel bus stop. The clerk will speak to Keith Masser at Cumbria Highways about grants that may be available.
- Letter from Mr C Johnson about drainage issues on the allotment that he rents from the Parish Council below Causeway End. The clerk will send a copy of his letter to the Environment Agency.

a) To consider the following planning applications:
SL/2010/0607 Junction off Sampool Lane, A590: directional pole mounted sign for Sampool Caravan Park – no objections
SL/2010/0707 Lords Plain Farm: Extension to agricultural buildings – no objections
SL/2010/0733 16 Greengate: Revised single storey rear extension, two storey side extension and front porch – no objections
SL/2010/0737 18 The Green: Two storey extension – no objections
a) To be informed of the following granted planning application:
SL/2010/0502 – Rose Cottages: re-application for granted change of use from woodland to Car park for 1 & 2 Rose Cottage and for an extension to 1 Rose Cottage
SL/2010/0539, 6 The Green: Single storey extension and front porch
SL/2010/0414, 16 Greengate: erection of single storey rear extension, two storey side extension and front porch
SL/2010/0432 Hare& Hounds Inn: installation of signs
137/10 Levens Brownies celebrating 80 years
Email received from Sarah Dickinson from the Brownies accepting the offer to plant a time capsule at Nelson Square to commemorate 80 years of the Brownies in Levens, the Parish Council resolved to pay for the capsule, the clerk will ask Sarah what size is required.
138/10 Two Valley LAP
SLDC have asked the Parishes in the Two Valley area to consider if any common issues could be found – no ideas were suggested.
139/10 Registering Parish Land
a) Sizergh Quarry – ongoing
b) Other quarries within the parish - an Absolute Title has been received from the Land Registry for the Levens Charity land at Lowgate.
140/10 Local Development Framework
District Cllr Woof advised that the Allocations of Land document should go to cabinet later this month.
141/10 Parish Council Notice Board
The clerk will obtain quotes for a replacement notice board and also to replace the notice board near the shop - ongoing.
142/10 Parish Council Newsletter
Items were discussed for the October edition of the newsletter.
143/10 Charity Application
The Parish Council resolved to donate £2000 to Levens Playing Fields for their application to purchase new equipment.
144/10 Highway Matters
a) Highway Steward Visit – his next visit is due w/c 4 Oct
Cllr Atfield will prepare a list for his next visit.
145/10 Finance
a) Resolved that the following accounts be approved:
A Kerr – Office Allowance £ 100.00
BDO Stoy – Audit £ 158.63
Land Registry £ 40.00
b) Annual Accounts – The external auditors certificate and opinion were received – no actions are necessary
c)The council was informed of the current bank balances.
