LEVENS PARISH COUNCIL
Minutes of the Parish Council Meeting held in the Methodist Meeting Room
on Tuesday 12 October 2010 at 7:30pm
Present: R Mason (Chairman), J Watson (Vice Chairman), S Bagot, D Martin, H Burrow, R Atfield, J Watson, B Woof District Cllr and A Kerr (Clerk) members of the public
 
148/10 To receive apologies for absence
            Cllr Hammond, J Thacker,J Bland County Cllr
Resolved that the apologies be noted.
 
149/10 To authorise minutes of meeting held on 14 September 2010
Resolved that the Chairman sign the Minutes of the meeting held on 14 September 2010 as a true record.
 
150/10 To receive any declarations of interest in items on the Agenda
            None
 
151/10            Adjournment of meeting to receive any matters from the public
District Cllr Woof asked if there was any further information available on plans to levy householders for maintenance of the drainage systems in the Lyth Valley. No details are known of this plan.
 
152/10 To receive any police matters
The clerk read out this months crime report, the clerk will contact the PCSO and ask for more detail to be provided on the crime report and the newsletter.
 
153/10 To consider correspondence received
            The following items were discussed:
-          Reply received from Mrs Arnfield about the structures attached to her outhouse. The clerk will write to Ms Armstrong advising that the tenancy agreements will be amended next year with more detail including – paths being a certain width, no encroachment onto path and measurements of allotments provided so that there is no boundary issues.
 
Update of correspondence items from the last meeting
-          The clerk has received a letter from the Methodist Church offering the meeting room as somewhere for a possible Post Office service to run from. The clerk will forward this letter onto Ian Lilley at the Post Office. Mr Lilley has previously advise the clerk that the Post Office in Levens is likely to be closed for a period of 2-3 months while a suitable options are looked into.
 
Email correspondence
-          Geoff Cook – maintenance of Nelson Square – it was resolved that the Parish Council will pay for the grass to be cut once per month at Nelson Square from May – Sept each year. The clerk will advise Mr Cook.
The clerk will send a letter of thanks to Peter Remmington for the cutting back that he does each year.
-          Mr Johnson has advised that the Environment agency are not prepared to do any further work on the land around his allotment. The clerk will write to Mr Johnson advising him that he has 2 allotment plots but only pays for one and that he will be added to the waiting list for another allotment should one become available.
-          CALC – Cumbria Public Spending Review
-          SLDC – have your say on what budget should be spent on
 
154/10 To receive County/District matters
District Cllr Woof advised that the Allocations of land document is due to go to SLDC cabinet on 8/12/10 it would then be published for consultation early next year.
 
 
 
 
 
155/10 To consider planning applications
a) To consider the following planning applications:
SL/2010/0787 – Spout House, Levens: erection of livestock building – no objections
a)      To be informed of the following granted planning application:
SL/2010/0607 Junction off Sampool Lane, A590: directional pole mounted sign for Sampool Caravan Park
SL/2010/0733 16 Greengate: Revised single storey rear extension, two storey side extension and front porches
SL/2010/0737 18 The Green: Two storey extension
SL/2010/0517 Holly Gate, Levens: extensions and alteration including dormer windows
 
156/10            Levens Brownies celebrating 80 years

157/10 Registering Parish Land
a)      Sizergh Quarry  - ongoing
 
b)      Other quarries within the parish - SLDC have agreed to sign over the land, written confirmation is now awaited.
 
158/10 Local Development Framework
As above.
 
159/10 Parish Council Notice Board
The clerk has been given a quote for the new notice boards by Medcalf, more quotes are required.
 
160/10 Parish Council Seats in the village
The 9 seats in the parish have been inspected, 5 of them are metal and Cllr Mason will ask a local blacksmith to quote for repairing them. The clerk will contact the community service about the possibility of them repairing the wooden seats.
 
161/10 Request for two new bus shelters at Heaves
            The clerk will speak to County Cllr Bland about any funds that he may have available in his budget.
 
162/10 Maintenance Work
A sub group will meet and decide on maintenance areas, this will be reported back to the next meeting.
 
163/10 Parish Council Newsletter
The clerk will prepare the newsletter and pass to Cllr Burrow on 25 October ready for distribution.
 
164/10            Highway Matters
a)      Highway Steward Visit – his next visit is due w/c 6 Dec
Cllr Atfield will prepare a list for his next visit.
b) The clerk will request a sign from SLDC for The Green replacing the homemade one that is there currently.
 
165/10 Review of Clerks Contractual House & Salary Review
It was resolved that the clerk contractual hours would be increased to 24 per month. A salary review would be deferred to the next meeting when more information on hourly rate of pay is known.
 
166/10            Budget and Precept for 2011-2012
            The budget was reviewed and it was resolved to keep the precept at £6000
 
 
 
 
 
 
 
167/10            Finance
      a)            Resolved that the following accounts be approved:
                        A Kerr – Salary                                                           £ 491.03
                        A Kerr – Petty cash                                                    £   30.00
                        SLDC Street Lighting                                                 £ 684.54
                        H Burrow – replacement tree for Nelson Square            £   35.44
b)The council was informed of the current bank balances.
