LEVENS PARISH COUNCIL
Minutes of the Parish Council Meeting held in the Methodist Meeting Rooms
on Tuesday 12 January 2010
Present: R Mason (Chairman), H Burrow, D Knipe, S Bagot, J Thacker, R Atfield, J Watson, J Bland County Cllr , B Woof District Cllr and A Kerr (Clerk)
 
01/10 To receive apologies for absence
            C Hammond (Vice-Chairman)
Resolved that the apologies be noted.
 
02/10   To authorise minutes of meeting held on 10 November 2009
Resolved that the Chairman sign the Minutes of the meeting held on 10 November 2009 as a true record.
 
03/10   To receive any declarations of interest in items on the Agenda
None
 
04/10   Adjournment of meeting to receive any matters from the public
A member of the public advised the Parish Council that a meeting had taken place between the residents of Greengate and Tim Farron MP, he also advised that Mr Farron has written to the Chief Executive of SLDC with residents concerns. Cllr Mason advised that he was waiting to hear back from Mr Farron’s secretary for more information.
 
05/10   To receive any police matters
The clerk has been in contact with the local police who have agreed to provide a crime report for each meeting.
 
06/10   To discuss matters arising from the minutes of the previous meeting
                       None
 
07/10   To consider correspondence received
            The following items were discussed:
-          Lakes to Dales Landscape Designation Project, it was resolved to invite Mr Jack Ellerby from the Friends of the Lake District to the annual meeting to give more details. Details of meetings being held in Levens to discuss the changes to the Lake District National Park were given.
-          SLDC – register of interests, action – councillors to complete the relevant forms
-          SLDC – Code of Conduct Training – dates given.
-          CAB – Letter of thanks
-          Cumbria County Council – allocation of grit to parishes, it had been decided that as there was a change in the weather and some icy roads were beginning to thaw to keep the supply of grit for any future icy road conditions. Tom Robinson gritted roads in Levens and will be invoicing the Parish Council for £150 for this.
Further discussions took place as to what should happen in future snow. It was resolved that Cllrs Knipe and Mason should co-ordinate on appropriate use of the girt and Mr Robinson. It was also resolved to put an article in the Parish news thanking people for their help and advising that if there is no more snow this winter the supply of grit will be put in the grit bins located around the village.
-    Cumbria County Council – Parish Paths Initiative, information on grants available for                               paths. Mrs     Sheila Watson provided a report on the progress that has been made with the problems on the footpaths, she has been in touch with the Countryside rangers and looked at sites with them.
   
08/10   To receive County/District matters
District Cllr Woof advised that SLDC would be emptying grey bins this week.
 
09/10   To consider planning applications
a) To consider the following planning applications:
SL/2009/0983 – Plum Tree Cottage – porch extension – no objections
SL/2009/1043 – 23 Greengate – extension and alterations – no objections
SL/2009/1108 – 83 Greengate – alterations and first floor extension – no objections
a)    To be informed of the following granted planning application:
SL/2009/0857 – 1 Hyning Court, Levens: Two storey side extension and single storey extension at front.
SL/2009/0944 – Moss Lea, Levens: Variation of condition 2 (personal permission) on planning permission SL/2003/2141
SL/2009/0983 – Plum Tree Cottage, Cinderbarrow – Porch extension
 
10/10   Parish Plan
No meetings have taken place recently. It was reported that the website is now up and running, the clerk will thank Mr Cook for all his work in getting this set up.
 
11/10   Registering Parish Land
Mr Hayton and Mr Read are now involved with this process.
 
12/10 Village Hall Redevelopment
            This is ongoing
           
13/10  Local Development Framework
            As discussed in 04/10
 
14/10   Local Area Partnerships
Cllrs Bagot and Hammond attended the meeting in December to discuss LAPs, Cllr Bagot has produced a report on the meeting. The Two Valley LAP will share minutes of meetings and seek relevant items that should be shared with other local parishes that they could then work together to resolve. The LAP South Westmorland co-ordinator is Angela Rawlinson.
 
15/10  Parish Council Newsletter
An advert will be placed on the website for anyone interested in producing a newsletter with Parish Council news and other village information.
 
16/10 Recycling Site
This is ongoing.
 
17/10   Highway Matters
a) A reply has been received from the Highways Agency, they are waiting for outcome of the investigation and inquest, once these are known they will again look at this junction. They also advise that they will undertake a review of safety at all junctions with central reserve gaps on the A590 between Brettagh Holt and High and Low Newton Bypass.  
 
18/10   Finance
            a)         Resolved that the following accounts be approved:
                        A Kerr – Charity salary                                               £100.00
                        Methodist Church - meeting room                             £ 30.00
b)         The council was informed of the current bank balances.
c)         A review of the risk assessment policy took place.
 
19/10   Matters of information and agenda items for the next meeting
            a)         The following items will be put on the next agenda:
                        None
b)          The following matters of information were reported:
None
