LEVENS PARISH COUNCIL
Minutes of the Parish Council Meeting held in the Methodist Meeting Room
on Tuesday 13 April 2010
Present: R Mason (Chairman), C Hammond (Vice-Chairman), S Bagot, H Burrow, J Thacker, R Atfield, J Watson, J Bland County Cllr, B Woof District Cllr and A Kerr (Clerk)
 
64/10 To receive apologies for absence
            None
Resolved that the apologies be noted.
 
65/10   To authorise minutes of meeting held on 9 March 2010
Resolved that the Chairman sign the Minutes of the meeting held on 9 March 2010 as a true record.
 
66/10   To receive any declarations of interest in items on the Agenda
None
 
67/10   Adjournment of meeting to receive any matters from the public
No members of the public were present
 
68/10   To receive any police matters
The crime report from the police was read out. 
 
69/10   To discuss matters arising from the minutes of the previous meeting
                       None
 
70/10   To consider correspondence received
            The following items were discussed:
            - Levens Bowling Club – letter of thanks
- Letter from Judith Mellody – asking to build a garage opposite Owl Cottage, Sizergh – the clerk will reply to Ms Mellody that the ownership of the land is currently under discussion and therefore no further building work can take place in the area.
- Cumbria County Council – Winter maintenance in South Lakeland – consultation documents to be completed by 4/5/10 – Cllr Hammond will complete the questionnaire and the clerk will ask that Lowgate be upgraded.
        Cumbria in Bloom – applications invited – this will be passed to Pam Martin
        LAP – the next meeting of the South Westmorland LAP will take place on Wednesday 12th May 2010.
        Wetlands group – newsletter has been put onto the website as more information needs to be given to the public
        Letter from Dr Favel Morgan re land opposite her house – the clerk will look for the original letter and will bring to the next meeting.
 
71/10   To receive County/District matters
County Cllr Bland advised that a new County Council leader has been elected.
 
72/10   To consider planning applications
a) To consider the following planning applications:
SL/2009/0854,0855, 0859,0860, 0861 & 0869: 1 The Barn, 6 & 7 The Stables, Frosthwaite Farm, Sizergh – the clerk will ask that planners note the SLDC comments about size of extensions to barns on a previous planning application.
 b) To be informed of the following granted planning application:
SL/2010/0094- White Cotes, Levens - two storey side extension
SL/2010/0091 - Former Bridge End Smithy, Levens - single storey extension
 
73/10   Parish Plan
No update at the present time
 
 
 
 
74/10   Registering Parish Land
a)    Sizergh Quarry - A reply has been received from the National Trust asking for the Parish Council to prove the ownership of the land by forwarding a copy of the inclosure act of 1815. Mr Read is trying to locate the copies of the inclosure act.
b)    b) Other quarries within the parish - Mr Read has contacted SLDC on behalf of the parish Council and made further enquiries in regard to the transfer of ownership of land within the parish. 
 
75/10  Local Development Framework
An update will be published in the parish news as the allocations of land document is now looking to be produced in August/September time.
 
76/10   Parish Council Vacancy
A written application has been received from Mr Allan Steward, 2 further verbal applications have been made. It was decided that in order to be fair to all candidates that they be asked to submit a written application with the following information:-
a) Their background
b)    Reason for their application
c)    What they will contribute to the Parish Council
The clerk will contact each candidate and ask them to submit their applications by 27 April 2010, all applications will then be considered by the members of the Parish Council and a vote will take place at the next meeting.
 
 
77/10   Parish Council Newsletter
It was resolved that the clerk will produce a quarterly newsletter with information from the Parish Council, the clerk will be paid for the time involved a the normal hourly rate. The clerk will feedback to the council the amount of hours spent on the newsletter. The clerk will find out if the newsletter can be delivered with the Parish Magazine. 
 
78/10   Highway Matters
a)    A blocked drain at Cinderbarrow would be looked at by County Cllr Bland – this has now been cleared.
b)    Highway Steward Visit – his next visit is due w/c 17 May, a notice will be placed in Central Stores asking people to report problems, a list will be compiled by all councilors at the next meeting.
c)    Cllr Mason has advised Steven Roberts that Craig Ellis will fill the main hollows with 100 tonne of stone
 
79/10   Finance
            a)         Resolved that the following accounts be approved:
                        A Kerr – Salary                                               £478.19
                        Levens Institute – Room hire                          £ 17.50
                        Sedgwick Parish Council – share of printer   £ 20.00
                        A Kerr – toner cartridge half cost                   £ 33.73
            b)         The council was informed of the current bank balances.
c)         Cllr Atfield will complete the necessary forms to be added to the Parish Council bank accounts and charity accounts.
 
80/10   Matters of information and agenda items for the next meeting
            a)         The following items will be put on the next agenda:
                        The Parish notice board         
b)          The following matters of information were reported:
None
 
81/10   Date of next meeting 
The next meeting will take place on Tuesday 4 May at 7:30pm.
