Minutes of the Parish Council Meeting held in the Methodist Meeting Rooms
on Tuesday 13 October 2009
 
Present: R Mason (Chairman), C Hammond (Vice-Chairman), H Burrow, S Bagot, D Knipe, R Atfield, J Watson and, B Woof District Cllr, J Bland County Cllr and A Kerr (Clerk)
 
148/09 To receive apologies for absence
            Cllr J Thacker
Resolved that the apologies be noted.
 
149/09 To authorise minutes of meeting held on 15 September 2009
Resolved that the Chairman sign the Minutes of the meeting held on 15 September 2009 as a true record.
 
150/09 To receive any declarations of interest in items on the Agenda
Cllrs Bagot and Mason declared an prejudicial interest on an item of correspondence from Mrs Steward, both councilors left the room when this item was discussed.
 
151/09 Adjournment of meeting to receive any matters from the public
None
 
152/09 To receive any police matters
            There are “no cold caller” stickers available in local shops for people to put on their front doors.
 
153/09 To discuss matters arising from the minutes of the previous meeting
                       134/09 – 555 Stagecoach service in Levens, Tim Farron will be writing to Stagecoach to ask that the service should be available in Levens.
 
154/09 To consider correspondence received
            The following items were discussed:
-           Email from Allan Steward re: LDF, the clerk will send the figures to SLDC with the original documentation and ask Mr Steward to do the same.
-           Letter from Mrs Steward and proposal for information to be sent with the Parish news – Cllrs Burrows and Hammond will prepare a draft for the Parish newsletter with what the Parish Council has done so far and when more information will become available.
-           Cumbria County Council – A consultation about the Cumbria minerals and waste development framework, draft site allocations – no action
-           Email from Judith Quigley at SLDC – Strategic Partnership action plans – no action
-           Reply from Lynne Gilbertson – re empty homes in Levens – the clerk will advise that there is a residential flat about the Shepherd’s Mill
-           CALC AGM – Saturday 14/11/09 
-           Citizens Advice Bureau – Letter asking for a donation – it was resolved to donate £100
-          Other correspondence will be circulated.
 
155/09 To receive County/District matters
None
 
156/09 To consider planning applications
a)            The following planning application was considered:
SL/2009/0857 – 1 Hyning Court, Levens, two storey extension and single storey front extension – no objections
b)            The following planning applications have been granted by SLDC
SL/2009/0616 – 20 Beathwaite Close, Levens: change of use to garden
SL/2009/0725 – Heaves Farm: Livestock building – no objections
SL/2009/0756&7 – Sampool Caravan Park: various
c)            The following planning application has been withdrawn:
None.
 
157/09 Parish Plan
Further update from the Village Hall Development Group below.
 
158/09 Registering Parish Land
It was resolved that the cost of registering any parish land will be met by the Parish Council.
 
159/09 Village Hall Redevelopment
The Parish Council formally constitute a group which will be called the Levens Village Hall Development Group (LVHDG). All payments will need to be approved by the Chairman, Secretary and Treasurer of the LVHDG before being passed to the clerk for payment.
           
160/09 Levens Charity Application
The LVHDG made an application for £800 to fund to research and facilitate the building of a new village hall in Levens.
 
161/09 Local Development Framework
No further comments to make on the draft core strategy at this time.
 
162/09 Local Area Partnerships     
A date of Wednesday 9th December has been set for the Kent Estuary LAP. Cllrs Bagot and Hammond will attend.
 
163/09 Recycling Site
The new sign has not been erected yet. A survey of trees has been done and is still being looked at, no quote has been obtained yet. 
 
164/09 In Case of Emergency
Cllr Burrow explained that if you have fallen or are injured then medical workers or passers by would be able to look on your mobile phone and know that the number to call for help (from family or friends) would be listed on your mobile as ICE1, followed by ICE2 etc for other numbers to be used in an emergency.
 
165/09 Highway Matters
To review the list of highway problems
            Main Street – pot holes to be reported.
 
166/09 Budget and Precept for 2010-2011
            The budget was considered and it was resolved to set the precept for next year to be £6000.
            It was resolved to increase the clerk’s salary for The Levens Charity for 2010/11 to be £500
            The clerk’s salary will be reviewed at the next meeting.
 
167/09 Finance
            a)         Resolved that the following accounts be approved:
            Village Hall Redevelopment Committee        £800
b)         The council was informed of the current bank balances.
 
168/09 Matters of information and agenda items for the next meeting
            a)         The following items will be put on the next agenda:
                        Stone in Sizergh quarry
b)          The following matters of information were reported:
None
 
169/09 Date of next meeting 
Tuesday 10 November at 7:30pm.
The meeting closed at 9:00pm.
