Minutes of the Parish Council Meeting held in the Methodist Meeting Rooms
on Tuesday 10 November 2009
 
Present: R Mason (Chairman), C Hammond (Vice-Chairman), H Burrow, S Bagot, J Thacker, R Atfield, J Watson, J Bland County Cllr and A Kerr (Clerk)
 
170/09 To receive apologies for absence
            Cllr Knipe , B Woof District Cllr
Resolved that the apologies be noted.
 
171/09 To authorise minutes of meeting held on 13 October 2009
Resolved that the Chairman sign the Minutes of the meeting held on 13 October 2009 as a true record.
 
172/09 To receive any declarations of interest in items on the Agenda
None
 
173/09 Adjournment of meeting to receive any matters from the public
A member of the public expressed concern that the Parish Council have not kept the electors of Levens informed in regard to the number of possible new houses that were being mentioned, and where the Local development Framework is up to. A discussion took place as councilors advised that no exact number or sites were yet known and would not be known until the Allocation of Land document is produced by SLDC in early 2010. As agreed at the last meeting an article will be prepared for the parish magazine stating what the Parish Council have done so far.
 
174/09 To receive any police matters
The clerk will contact the police to ask for any crime reports as local incidents are being reported in the local press whilst the Parish Council are unaware of the event.
 
175/09 To discuss matters arising from the minutes of the previous meeting
                       None
 
176/09 To consider correspondence received
            The following items were discussed:
-    CALC District Association Meeting –  
-          Land Registry B149 notice Title number CU250954– a reply was sent advising that the Parish Council did not know who the correct owner of the land is.
-          A letter from Mr Maurice Woof has been received advising that he is to share an allotment with Mr Dennis Cosgrove who will still use a small corner of the land.
-          Other correspondence will be circulated.
 
177/09 To receive County/District matters
None
 
178/09 To consider planning applications
a)            The following planning application was considered:
SL/2009/0900 – Nicholas House:Two Storey extension (revised scheme)- no objections
SL/2009/0857 – 1 Hyning Court, Levens: Two storey side extension and single storey extension at front – no objections
SL/2009/0944 – Moss Lea, Levens: Variation of condition 2 (personal permission) on planning permission SL/2003/2141 – no objections
b)            The following planning applications have been granted by SLDC
SL/2009/0780 – Genville, Church Road, Levens: Garden shed
c)            The following planning application has been withdrawn:
None.
 
179/09 Parish Plan
A meeting will take place next week.
 
180/09 Registering Parish Land
Cllr Mason is working with Cllr Atfiled on this issue.
 
181/09 Village Hall Redevelopment
            This is ongoing – no update at this stage.      
 
182/09 Local Development Framework
As discussed in agenda item 173/09
 
183/09 Stone at Sizergh Quarry
            It was decided that this would not be feasible in this area. Cllr Mason will inform Mr Thornborough
 
184/09 Recycling Site
It was resolved to purchase two plastic signs.
 
185/09 Highway Matters
To review the list of highway problems
a) The recent fatal crash on the A590 was discussed. Several ideas for road safety improvements were discussed. The clerk will write to Amey Mouchel to ask that road safety professionals examine all exits between Brettagh Holt roundabout and Foulshaw and make recommendations for improving these dangerous junctions.  
b)    A meeting will take place with Mrs Villiers-Smith at Dallam estates to discuss the footpaths
c)    A blocked culvert under the road at Quaggs Farm will be reported to SLDC
 
186/09 Finance
            a)         Resolved that the following accounts be approved:
                        A Kerr – salary & travel expenses                              £538.26
                        A Kerr – Charity salary                                               £100.00
                        A Kerr – Petty cash                                                    £ 25.00
                        Hayton & Winkley -                                                     £ 50.00
            CAB – donation                                                           £100.00
            R Mason – wreath                                                      £ 20.00
            R Crossley – parish plan                                             £ 17.58
            C Hammond – parish plan                                          £ 28.39
            D Knipe – Xmas donations                                         £100.00
b)            The council was informed of the current bank balances.
c)            The clerks salary was discussed – it was resolved to set next years salary to be £1951.29

            a)         The following items will be put on the next agenda:

188/09 Date of next meeting
